Supplying water park equipment to Saudi Arabia

What SASO certification and the SABER platform require when importing commercial water park equipment into Saudi Arabia, plus routes, timelines and climate specification.

Shipping containers stacked at a desert port terminal in heat haze

Saudi Arabia is currently the largest aquatic equipment market in the region by some distance, driven by tourism development, giga-projects and a steady stream of hotel and residential work. It is also the market where first-time importers most often lose weeks at the port.

The equipment barely changes between Riyadh and Dubai. The paperwork changes completely.

SASO and SABER

Saudi conformity runs through the SABER platform, and there are two distinct certificates:

  • Product Certificate of Conformity — issued against the product model, obtained from an approved conformity assessment body
  • Shipment Certificate of Conformity — issued per consignment, referencing the product certificate

Both must exist before the goods arrive. A shipment that lands without them accrues demurrage while you sort it out, and demurrage on four containers of bulky equipment is not a small number.

The practical rule: start certification at order, not at shipping. It runs in parallel with manufacture at no cost to the programme. Started after production it becomes the critical path.

Routes into the Kingdom

Sea freight

Direct to Jeddah for western region projects, Dammam for the Eastern Province. Straightforward for full container loads.

Road from the UAE

Frequently faster for smaller consignments, and it avoids a second port handling. For a project in Riyadh or the Eastern Province, road freight from Dubai is often the better answer, particularly where equipment is being consolidated with other items.

Duty and classification

The GCC common external tariff for this equipment category is typically 5% of CIF value, but the rate follows classification and classification is not always obvious for composite products. A play structure combining fibreglass slides, steel structure and plastic components can be classified more than one way. Confirm the HS code with your broker before the commercial invoice is issued, not after.

Climate specification for inland Saudi Arabia

Conditions inland are more severe than coastal UAE, and specifications that survive Dubai can struggle in Riyadh.

  • Surface temperature. Unshaded fibreglass and deck surfaces exceed safe contact temperatures for a large part of the year. Shade is a design requirement, not an amenity.
  • UV. Ask what the gelcoat warranty covers under this exposure. A warranty written against European conditions may not respond.
  • Dust. Filtration loading runs well above manufacturer defaults. Size the plant accordingly and expect shorter service intervals.
  • Water. Evaporation rates are high. Recirculating systems and covered balance tanks matter more here than almost anywhere.

Standards the consultant will ask for

Separate from market access, project consultants across the Kingdom typically specify EN 1069 for slides and EN 13451 for pool equipment. Ask your supplier for the numbered test report rather than a compliance statement — our safety standards guide explains what to demand and why the distinction matters at tender.

A realistic timeline

StageDuration
Specification and quotation1–3 weeks
Order, deposit, drawing approval2–4 weeks
Manufacture6–14 weeks
SASO / SABER certification2–6 weeks, overlapping manufacture
Sea freight or road1–4 weeks
Clearance with complete documents2–7 days

Plan on four to six months from order to equipment on site.

How we work with Saudi projects

We quote delivered, with freight shown separately rather than buried in the unit price, and we coordinate conformity certification with the manufacturer for the destination you nominate. We supply equipment only — civil works and installation are carried out by your contractor.

Water park equipment is supplied worldwide from our base in Dubai, which puts us in the same time zone as your project and a short road haul from most of the Kingdom. See supplying the GCC, our shipping and export process, or request a quotation.

Send us your plot size and we will quote the equipment

Tell us the area you have, the age group you are building for and your budget range. We will come back with suitable equipment, dimensions and a delivered price.
