Splash pad cost and planning guide

Feature counts against deck area, the drain-to-waste versus recirculation decision, flow rates, shade and what it costs to build and run.

Splash pads are the most common first aquatic project, and for good reason. No standing water means a lower supervision requirement than a pool. The civil works are a graded slab with drainage rather than a tank. And the whole installation fits into plots that would never take a slide.

They are also easy to get wrong in ways that only show up after opening.

How many features for the area

The commonest mistake is spreading too few features across too much slab. A splash pad reads as empty long before it actually is, because the visual impression is set by spray coverage rather than by deck size.

Deck areaFeature countTypical mix
100 m²6–91 focal feature, 3–4 standing sprayers, 3–4 ground jets
200 m²10–151 tipping bucket, 2 arches, 5–7 sprayers, 4–6 ground jets
400 m²18–26Bucket tower, 3–4 arches or rings, 8–12 sprayers, 8–10 jets
600 m²+28–40Multiple zones by age, bucket tower, ring run, cannon group

Zone by age or lose half your users

A splash pad serving toddlers and ten-year-olds in the same space serves neither. Older children monopolise the high-energy features and parents of toddlers leave. Divide the deck:

  • Toddler zone (1–4): low ground jets, gentle arches, small character sprayers. No overhead dumping. Keep it visible from seating.
  • Mid zone (5–9): arches, rings, mushroom sprays, medium sprayers, moderate jets.
  • Active zone (8–13): tipping buckets, water cannons, high jets, interactive aim-and-shoot features.

Drain-to-waste or recirculation

This is the decision with the largest running-cost consequence, and it is usually made too quickly.

Drain to waste

Water passes once and goes to drain. Cheapest to build, simplest to operate, no filtration plant, no water chemistry to manage. It consumes potable water continuously — a mid-size pad can run to hundreds of cubic metres a month in season. In the UAE, tariffs make this expensive fast.

Recirculating

Water is collected, filtered, treated and returned. Requires a balance tank, filtration, dosing and a plant room. Higher build cost, considerably lower running cost, and it is what most UAE municipalities expect for a commercial installation of any size. Also brings the water quality testing regime that comes with treated water.

Working rule. Under roughly 150 m² and privately operated, drain-to-waste can be defensible. Above that, or anywhere publicly accessible, plan for recirculation. Retrofitting it later means breaking up the slab you just laid.

Flow rates

Every feature has a flow requirement and the plant must meet the total of everything running at once. Two things to get right:

  • Never size for all features running simultaneously unless they genuinely will. Sequencing controllers run zones in rotation, which cuts required flow substantially and adds interest for users.
  • Size the drainage for the peak, not the average. Standing water on a splash pad is a slip hazard and a compliance problem.

Surface

Non-slip, cushioned where children fall, and light in colour. Dark surfaces in Gulf sun become genuinely unusable — surface temperatures well above 50 °C on an unshaded dark deck. Poured rubber and textured coloured concrete are both used; whichever you pick, check the surface temperature rating, not just the slip rating.

Shade is not optional

In the UAE and GCC an unshaded splash pad is unusable from roughly 10am to 4pm for much of the year, which removes the majority of the operating day. Shade sails or a structure over at least the toddler zone should be in the budget from the start, not added after the first summer. Expect it to cost a meaningful fraction of the water features themselves.

Before you commit

  • Confirm the municipality's requirements for your emirate — they are not identical across the UAE.
  • Confirm water testing and record-keeping obligations if recirculating.
  • Confirm the electrical supply available at the plant room location.
  • Decide on sequencing control at design stage; it changes the flow rate you size to.
  • Plan the toddler zone sightline from wherever parents will actually sit.
