Planning guide
Importing water park equipment to the UAE
The documentation, conformity marking and approvals an aquatic project needs — and where projects usually get delayed.
Equipment sitting at a port because a document is missing is the most avoidable delay in this business, and one of the most common. This is what the paperwork actually involves.
This is general guidance, not customs or legal advice. Requirements change and vary by emirate, by product classification and by the authority involved. Confirm current requirements with your customs broker and the relevant authority before shipping.
Documents that travel with the shipment
- Commercial invoice — full description, HS code, values, Incoterm
- Packing list — per container, with dimensions and weights
- Bill of lading or airway bill
- Certificate of origin, attested where required
- Conformity documentation — see below
- Manufacturer's technical file — drawings, specifications, materials
- Installation and operating manuals
Conformity marking
G-Mark (GCC)
The GCC conformity mark applies to regulated product categories across member states. Whether your specific equipment falls in scope depends on classification — confirm it for your product rather than assuming. Where it applies, the certificate must be issued before shipment.
Standards conformity
UAE authorities and, more reliably, your project's own consulting engineer will look for conformity to recognised aquatic standards:
- EN 1069-1 and EN 1069-2 — water slides: safety requirements, test methods, instructions
- EN 13451 — swimming pool equipment, general safety requirements
- ASTM F2376 — the US standard for water slides, sometimes specified instead
- EN 71-3 — migration of certain elements, relevant to children's plastic components
Ask for the numbered test report, not a statement that the product complies. A claim is not a document, and at tender stage only the document counts.
Municipality approvals
Aquatic installations are regulated at emirate level, and the requirements are not identical across the UAE. Depending on the emirate and project type you may need:
- Design approval before construction begins
- Water quality and treatment system approval
- Health and safety sign-off for public installations
- Operating permits and testing schedules once open
Begin this before ordering equipment, not after it arrives. An approval condition that changes a specification is cheap to accommodate at order and expensive afterwards.
Customs and duty
The GCC common external tariff on this equipment category is typically 5% of CIF value, but classification determines the rate and classification is not always obvious for composite products. Confirm the HS code with your broker before the invoice is issued.
Free zone imports follow a different route — goods can enter a free zone without duty, with duty applying on transfer to the mainland. Whether that helps depends entirely on where the equipment is going.
Freight
Water park equipment is bulky and light, so it prices by volume. Practical points:
- Most equipment ships in 40 ft high cube containers
- A mid-size play structure is typically two to four containers
- Slide flumes are nested to reduce volume, which affects the unloading sequence at site
- Sea freight China to Jebel Ali is commonly 18–28 days port to port, plus production time before it
- Confirm your Incoterm precisely — FOB, CIF and DDP place very different obligations on you
What changes elsewhere
Saudi Arabia
SASO conformity via the SABER platform. Product certificates and a shipment certificate are obtained before arrival. Build this into the timeline — it is a common cause of demurrage for first-time importers.
Nigeria
SONCAP conformity assessment, obtained before shipment.
Kenya
KEBS pre-export verification of conformity.
Egypt, South Africa and others
Requirements vary. Confirm before the order is placed rather than before it ships.
A timeline that works
| Stage | Typical duration |
|---|---|
| Specification and quotation | 1–3 weeks |
| Order, deposit, drawing approval | 2–4 weeks |
| Manufacture | 6–14 weeks depending on product and theming |
| Conformity certification | 2–6 weeks, can overlap manufacture |
| Sea freight to Jebel Ali | 3–4 weeks |
| Customs clearance | 2–7 days with complete documentation |
Plan on four to six months from order to equipment on site for a project of any size. Compressing that is possible but costs money and removes contingency.
